This is fix 4 for World Clock 1.4.0. Following bugs are fixed:
1. Crash if DST descriptor in TZ environment variable has more than 3 characters.
2. Crash when "Title" view is selected.
3. Wrong time display in "12-hour format".
4. Wrong display in Calendar for leap year with classic Rexx interpreter.
Installation:
Exit World Clock if it is running and copy WClock.exe, drctl016.dll and drctl016.txt to World Clock 1.4.0 directory.
